Pre-Application Meeting
A pre-application meeting is the first step in the application process. A concept plan and the pre-application form are required to schedule this meeting.
Neighborhood Meeting
A neighborhood meeting with adjacent property owners is required prior to application submittal. This is an opportunity for neighbors to ask questions and provide feedback to the applicant regarding the project.
Who is invited to the neighborhood meeting?
A buffer around the subject property(s) lines is created using the Weld County Property Portal to generate a list of surrounding property owners.

How are neighbors invited?
- Town staff works with the applicant to determine the meeting date.
- ...then, staff will provide the list of surrounding property owners and the neighborhood meeting notice to the applicant.
- The applicant is responsible for sending one notice to each property owner listed at least 15 calendar days prior to the meeting date.
The following return address is used for mailed notices:
- As verification that notices were sent in time, the applicant signs the list of notice recipients and provides this back to Town staff.
- The applicant is responsible for taking notes during the meeting. Neighborhood Meeting Minutes are a required document for application submittal.
Where is the meeting held?
- Virtual meetings are held via Microsoft Teams.
- Hybrid meetings are held at Town Hall (401 Locust St.)
- Staff will communicate with the applicant which format (virtual or hybrid) will be used.
Application Submittal Timeline
- Application submittals are accepted only after a pre-application and neighborhood meeting.
- Submittals are due by Wednesday at 5 pm.
- Submittals are routed for review the following Monday.
- Comments are provided to the applicant 28 days after the submittal is routed for review.
Submittal Requirements
Only complete applications are accepted. Ensure you are providing a complete application by verifying the submittal checklist and Appendix A of the Land Use Code.
- Provide a check to the Planning Department for the application fee(s).
- Checks can be dropped off at Town Hall (401 Locust St.) or mailed to our P.O. box.
- Provide one version of each document in PDF format to the Planner on Duty.

Application Submittal Noticing
Once a complete application has been submitted, on-site and mailed noticing is required. Mailed notices are distributed to the same recipients as the neighborhood meeting notice recipients.

Public Hearings
Certain applications require a public hearing before the Planning Commission and Board of Trustees. Mailed notices are required to be sent 15 calendar days prior to hearing dates. Mailed notices are distributed to the same recipients as the neighborhood meeting notice recipients.

Mineral Rights Certification
Mineral Rights Certification is required for applications that require a public hearing excluding Annexation and PUD Zoning.
- All mineral and ditch interest owners on record for the site(s) are required to be sent your first full submittal along with the notice of application.
- The Mineral Rights Certification shall be submitted to the Town after the applicant mails the notice of public hearing to all mineral and ditch interest owners no less than 30 days prior to the scheduled public hearing.
