Chief Todd Norris
The police chief serves as the public face of the department, representing it in interactions with the community, local government, and the media. They report directly to the town administrator and help shape the department's long-term strategy. In addition to overseeing the day-to-day operations, the police chief also ensures that officers are properly trained, maintains internal discipline, and handles major incidents or crises. Their leadership is crucial in maintaining public trust and ensuring the department operates fairly and effectively.
Command Staff
The commanders report directly to the police chief and serve as the primary supervisors for all divisions. They hold a wide range of responsibilities, including overseeing investigations, managing the school resource officers, supervising all civilian staff, and more. The department is structured with three distinct commander divisions: Patrol, Special Operations, and Administrative. Each commander is tasked with ensuring the efficient operation and management of their respective areas and contributing to the overall effectiveness of the department.

Investigations
The Investigations Division is staffed by two full-time detectives and one detective sergeant. This team is responsible for handling cases that require extensive follow-up, as well as investigating major felonies. Their work involves in-depth investigative efforts to ensure thorough case resolution.
School Resource Officers
The School Resource Officer (SRO) Division serves as the liaison between the police department and all public and charter schools within the town. The division is comprised of three officers: one assigned to Frederick High School, another to Thunder Valley K-8, and a third responsible for overseeing all elementary schools and Carbon Valley Academy. These officers collaborate closely with school faculty and students, and they also conduct a summer academy for students. Everyday they strive to foster a positive relationship between law enforcement and the community.
The Frederick Police Department has three School Resource Officers (SRO’s) responsible for a safe environment and crime prevention in our schools. We sat down with Student Resource Officer Andy Fairbanks to learn more about his role at Frederick High School. According to SRO Fairbanks, “Building relationships with students, parents, teachers and the community makes this the most rewarding position in my twenty-year career in law enforcement.”
PD Unveils New SRO Vehicle
For the 2022 spring semester, the Frederick Police Department partnered with Frederick High School to design the wrap for their School Resource Officer vehicle. On Thursday, July 28, student Kyle Richards was invited to be the first person on the scene to see the new addition to the FPD fleet with his winning design.
In January, SRO Fairbanks approached Ms. Johnson to ask if her Beginning Graphic Design class would be interested in taking on the vehicle wrap project since the school was changing mascots to the Golden Eagles. Over twenty students in Ms. Johnson's class accepted the challenge to enter the contest for the official design. SRO Andy Fairbanks, police command staff, Ms. Johnson, and school administrators chose the winning design. Kyle smiled wide as he said, "I'm glad I get to represent my high school and leave a legacy with my design. Seeing it for the first time, I am so excited to see how visually appealing the colors and design all go together!"
Kyle spent time over the summer with SRO Fairbanks making minor adjustments to the design to represent the FHS Golden Eagles while maintaining the look of a police car. "As a police department, we were happy to use this car as another way to show our partnership with FHS, the St. Vrain Valley School District, our families, and community," reported SRO Fairbanks.
FHS Principal Dr. Russell Fox was also on hand for the big occasion to celebrate, stating, "What makes Frederick unique is the relationships we have with the Town and Police Department. Our genuine partnership through working together on community projects with our students makes FHS the best high school in Colorado!"
The new vehicle will be on-site at Frederick High School when students return to the classroom in August. The design will symbolize ownership and school spirit for students starting the school year with a new mascot, the Golden Eagles.
Sergents
The sergeants serve as the frontline supervisors for our officers, providing oversight on a 24/7 basis for patrol operations. They directly supervise the support divisions as well. Sergeants are responsible for responding to calls for service, managing active critical incidents, and ensuring that operations are running efficiently. Sergeants also approve reports, ensure proper case management, and act as the department's quality control unit by maintaining high standards of performance and accountability.
