Town of Frederick Earns National Recognition for Financial Transparency and Excellence
The Town of Frederick has once again been recognized for its commitment to transparency, accountability, and high-quality financial reporting. The Government Finance Officers Association (GFOA) has awarded the Town the prestigious Certificate of Achievement for Excellence in Financial Reporting for its Annual Comprehensive Financial Report for the fiscal year ending December 31, 2024.
This award is the highest form of recognition in governmental accounting and financial reporting. It is presented to local governments whose financial reports go beyond standard requirements to clearly communicate their financial story and demonstrate a strong spirit of transparency and full disclosure.
Frederick’s report was reviewed by an independent panel and met the program’s rigorous standards, reflecting the Town’s dedication to responsible financial management and open communication with residents. In addition to the Certificate of Achievement, the Town’s Finance team will also receive the Award of Financial Reporting Achievement, recognizing the department’s role in producing a report that meets these high standards.
The Certificate of Achievement program, established in 1945, encourages state and local governments to exceed basic accounting principles and provide clear, comprehensive financial information to their communities. This recognition highlights Frederick’s continued commitment to being Built on What Matters—ensuring residents have access to transparent, accurate, and meaningful information about how public resources are managed.
This achievement would not be possible without the dedication of our Finance team. Their expertise, accuracy, and commitment to excellence ensure that Frederick’s financial reporting remains transparent, reliable, and accessible to our community.
Frederick Police Department Honored as North Range Behavioral Health’s 2025 Community Champion for Behavioral Health
The Frederick Police Department has been recognized by North Range Behavioral Health as the 2025 Community Champion for Behavioral Health. This award honors organizations that demonstrate exceptional commitment to promoting mental wellness, reducing stigma, and improving access to behavioral health services. The recognition highlights the department’s strong partnership with North Range and its dedication to supporting individuals and families experiencing behavioral health challenges in the community.
“The officers of the Frederick Police Department have demonstrated that the most effective tool on their duty belt isn’t made of metal – it’s their ability to connect with a human being,” said Randi Edwards, Co-Responder with North Range Behavioral Health. “Frederick officers are increasingly on the front lines of mental health crises and demonstrate extraordinary professionalism under the most trying circumstances. Rather than defaulting to unnecessary arrests or emergency room visits, they use their advanced training to de-escalate situations, calm individuals, connect them with mental health resources, and routinely utilize co-responders.”
A key part of this work is the Carbon Valley and Mead Co-Responder program, now entering its fifth year. Through this partnership, behavioral health professionals work alongside Frederick police officers to provide on-scene support for individuals in crisis. Co-responders assist with situations ranging from mental health concerns and substance use to family conflict and youth-related challenges, allowing officers to address criminal matters while ensuring individuals receive appropriate care and resources. Guided by the department’s values of Family, Respect, Empower, and Dedicated (FRED), Frederick officers also receive Crisis Intervention Team training and other professional development to ensure compassionate and effective responses. The award was presented during the North Range Behavioral Health Board of Directors meeting on March 10.

Frederick Police Department Earns Accreditation
Since first achieving accreditation in 2014, the Frederick Police Department has consistently met statewide professional standards and has earned accreditation again through the Colorado Association of Chiefs of Police (CACP) as of December 2025. This continued accreditation demonstrates an ongoing commitment to accountability, transparency, and responsible policing.
CACP accreditation is a comprehensive and rigorous process that evaluates nearly every aspect of a police department’s operations. The standards cover core functions such as policy development, training, supervision, records management, and operational practices, and are designed to ensure compliance with Colorado law, recognized best practices, and high-liability areas of law enforcement. The process functions much like a full organizational audit, with independent assessors reviewing documentation, conducting interviews, and verifying that written policies are consistently applied in day-to-day operations.
Accreditation plays an important role in transparency by providing an external, objective review of how the department operates. Rather than relying solely on internal assessments, the process opens the department’s practices to outside evaluation, helping ensure that decisions, procedures, and accountability measures align with statewide expectations for responsible policing.
Maintaining accredited status since 2014, and earning it again in 2025, reflects the Frederick Police Department’s ongoing focus on professionalism, risk management, and continuous improvement. This achievement represents sustained effort by staff across the organization and reinforces the strong foundation of trust, transparency, and service that guides the department’s work every day.
Sierra Fedder Honored with Rookie of the Year Award at EDCC’s 2025 EDIE Awards
The Economic Development Council of Colorado (EDCC) presented the Rookie of the Year Award to Sierra Fedder, Redevelopment Administrator for the Town of Frederick, during its annual Drive|Lead|Succeed Conference in Pueblo. The EDIE Awards recognize excellence in economic development and celebrate leaders and communities shaping Colorado’s economic future.
Fedder was recognized as a rising star in economic development for her exceptional early-career accomplishments. She successfully developed and launched a Grant Program to attract new businesses, secured a prominent downtown anchor location, and obtained a CDOT “Revitalizing Main Streets” grant to fund a Downtown Sidewalk Repair Program addressing longstanding ADA compliance issues.
She also led critical infrastructure and business retention initiatives, including securing fiber internet service for the community and negotiating strategic incentives that retained key employers, such as a high-tech optics firm and a construction company.
Within a short period, Fedder was promoted to Redevelopment Administrator and assumed supervision of a fellow Economic Development Specialist, demonstrating rapid professional growth. Her leadership extends beyond her community through her appointment to the IEDC International Advisory Committee and the founding of the Downtown Business Taskforce, fostering a unified strategic vision for Frederick.
“Sierra embodies the talent, drive, and innovation that make the next generation of economic development leaders so promising,” said Adam Kruegar, EDCC Board Chair. “Her achievements early in her career have already made a lasting impact on her community and the field statewide.”
“We are proud to honor Sierra’s outstanding contributions to Frederick and Colorado’s economic development landscape,” said Kim Woodworth, EDCC Executive Director. “Her leadership, vision, and commitment set an inspiring example for rising professionals across the state.”

Town Clerk's Office
The Town of Frederick is proud to announce that Deputy Town Clerk Emily Nitcher has earned the prestigious Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks (IIMC) in October 2025.
The CMC designation recognizes excellence in the field of municipal clerking and represents a significant professional achievement. It is awarded to clerks who have completed extensive education and training in public administration, law, and management, and who have demonstrated a deep commitment to ethical and effective local government service.

Police Department
We’re proud to celebrate Commanders Dave Egan and Justin Glantz for recently completing the Senior Management Institute for Police (SMIP) through the Police Executive Research Forum - a prestigious, three-week program designed for senior law enforcement leaders. This intensive training deepened their understanding of advanced management theory, policy development, organizational behavior, and leadership strategies. Through SMIP, they explored essential topics such as diversity, communication, problem-solving, negotiation, and change management, all key to leading modern police organizations. Their dedication to continued professional growth reflects the Frederick Police Department’s ongoing commitment to excellence and innovation in serving our community.
Congratulations to Victim Services Coordinator Alexis Gutierrez and the Carbon Valley & Mead Victim Services Program (CVM) for receiving the Outstanding Victim Services Program Award! Under Alexis’s leadership, CVM has grown into a powerful partnership serving Frederick, Firestone, Dacono, and Mead. Since launching in 2023, the program has provided over 3,000 services to nearly 900 individuals, offering compassionate, trauma-informed support to victims of crime and tragedy. Alexis’s dedication and innovation have made CVM a national model for small-town collaboration. Congratulations to Alexis and the entire CVM team on this well-deserved recognition!

In January 2025, the Town of Frederick received official recognition for its commitment to financial transparency and excellence! The Government Finance Officers Association (GFOA) awarded the Finance Department the Certificate of Achievement for Excellence in Financial Reporting for its Annual Comprehensive Financial Report (ACFR) for the fiscal year ending December 31, 2023.
This prestigious recognition is the highest form of achievement in governmental accounting and financial reporting. The Town's report was reviewed by an impartial panel and met the highest standards set by GFOA, demonstrating a spirit of full disclosure that clearly communicates Frederick's financial story to residents, businesses, and other stakeholders. Frederick's continued commitment to financial integrity reflects its dedication to serving the community.
"We are elated to receive this recognition and remain committed to fiscal responsibility, clarity, and excellence in financial reporting. Everyone on the team plays key roles in tackling the numbers and telling the story. It's their work that truly lifts us up to a higher standard," said Finance Director Kurtis Adams. Town of Frederick Receives Prestigious Award of Excellence for 2023 Annual Report
The Town of Frederick is proud to share that our 2023 Annual Report has been honored with the Award of Excellence in the national Savvy Awards competition hosted by the City-County Communications & Marketing Association (3CMA). This prestigious recognition was announced during an Awards ceremony on September 5, 2024.
The Savvy Awards celebrate local government communications, marketing, and public engagement excellence. With over 1,100 entries across 38 categories, the competition is judged by professional communicators from across the country. This award highlights the Town of Frederick's commitment to transparency, effective communication, and innovation in sharing information with our residents.
We are grateful for this recognition and will continue to prioritize strong communication and connection with our community.
2023 Voice of the People Award
The Town of Frederick is on the map for EXCELLENCE!
The only nationally recognized award, Voice of the People (VOP), given to local governments for their dedication to harnessing resident input, was awarded to the Town of Frederick at this year’s ICMA - International City/County Management Association Annual Conference. This is the 15th year of the award presented jointly by ICMA and Polco.
At the heart of Frederick’s progress and success is community involvement! We are honored to be recognized with the 2023 VOP Award. It serves as a true testament to the vital role of putting our community’s voice at the forefront!

2023 Small Community of the Year
The Economic Development Council of Colorado (EDCC) announced the 2023 EDIE award recipients, recognizing outstanding achievements by its members, organizations, communities, companies, individuals, and legislators for their achievements in economic development in the State of Colorado.
The Town of Frederick was selected as this year’s ‘Small Community of the Year’ (community population up to 19,999) for its achievements in the following activities:
- The Town doubled down and formed an Economic Development team to serve as the concierge for its local businesses.
- Launched a grant program for brick-and-mortar businesses to be used for property improvements or purchase of new equipment.
- Five notable Business Attraction projects won as a result of multiple site selection and negotiations including precision manufacturing and automation, retail, and distribution, totaling over 135,000 sq ft of industrial space, 500 new jobs, and millions in new capital investment.
- Completed a study assessing the viability in creating a downtown district to support future activation of its downtown.
- And finally, partnering with several organizations and grant programs in pursuit of the construction of the community’s first ever income-restricted multigenerational workforce housing initiative.
